2026 Cookie Product Program: Permission & Responsibility Agreement and Adult Ethics Pledge

Goal Setting - I agree to help my Girl Scout achieve their goals ethically by:

• Selling Girl Scout Product at the price set and published by GSOSW.
• Honoring commitments to actively participate in Product Program events including goal setting and parent meetings.
• Arriving and departing at the appointed time for booth sales. This honors the agreement made to our program partner store/location, our customers, and fellow Girl Scouts.

Money Management - I agree to help my Girl Scout manage money ethically by:

• Exclusively selling items approved by GSOSW during the Product Program.
• Ensuring that they count back the correct change to customers.
• Never using funds from the Product Program for personal use.
• Honoring the approved uses of troop funds and credits.
• Making full and on-time deposits of all funds collected as a part of the Product Program.

Decision Making - I agree to help my Girl Scout make ethical decisions by:

• Following all Product Program safety rules and guidelines found in Volunteer Essentials.
• Ensuring that Girl Scouts are actively participating in selling, not adults.
• Wearing Girl Scout clothing or a Girl Scout uniform, to easily identify you as a Girl Scout during in-person and door to door sales.
• Responsibly selecting selling location that Girl Scouts can safely and legally enter.
• Making full and on-time deposits of all funds collected as a part of the Product Program.

People Skills - I agree to help my Girl Scout practice ethical people skills by:

• Demonstrating a positive and encouraging attitude.
• Ensuring that Girl Scouts and volunteers stay focused on helping their customers and to not play games, run, jump, be on the phone, or otherwise be distracted while engaging in a selling activity.
• Speaking to everyone with courtesy and respect.
• Encouraging Girl Scouts to confidently ask customers to buy products.
• Showing gratitude and appreciation to people even if asking does not result in a sale.

Terms and Conditions

• Membership. My Girl Scout must be currently & officially registered with the Girl Scouts of the USA in order to participate.
• Financial Responsibility. I accept personal financial responsibility for all products ordered and received and monies collected as payment from customers. I should expect a copy of a signed receipt for any product I receive.
• Product Ownership. I understand that the 2026 Cookie Product Program proceeds are troop/group and council property and that the income from the product program does not become the property of the individual members.
• Troop Accounts. I agree that all money collected must never be deposited into a personal account and must be given to my Girl Scouts troop by GSOSW deadlines. I should expect a copy of a signed receipt for any monies I submit.
• Collection. GSOSW reserves the right to seek the services of a collection agency and/or pursue legal action for delinquent accounts. Outstanding balances may impact your Girl Scouts ability to receive their rewards.
• Attorney Fees. If I fail to promptly remit any proceeds for sales, or fail to account and return any goods, or if Girl Scouts of Oregon and Southwest Washington seeks to enforce any provision of this agreement and enforcement is placed with an attorney for collection, I promise and agree to pay Girl Scouts of Oregon and Southwest Washington’s reasonable attorney fees and collection costs, even though no suit or action is filed hereon; however, if a suit or an action is filed, or if arbitration is initiated, the amount of such reasonable attorney fees shall be fixed by the arbitrator, court or courts in which the arbitration, suit or action, including any appeal thereof, is tried, heard or decided. If I file a proceeding in the US Bankruptcy Court, I agree that Girl Scouts of Oregon and Southwest Washington shall recover its reasonable attorney fees and costs in any contested matter and in any adversary proceeding, as set by the Bankruptcy Court, and in any appeal thereof.
• Time Restrictions. Any Girl Scout found to be selling before January 6, 2026 through prohibited methods, or blatantly sold by persons other than the girl member will not receive recognition items or credit for those orders.
• No Returns. Unsold product cannot be returned. Your troop product manager can attempt to help you with unsold product if notified in a timely manner.
• Only Girls Sell Product. Adults serve in a supporting role for girls to help them develop the five key skills of the product Program. Adults do not sell products.
• Online Sales. Girl Scouts may use social media as a marketing tool to let family and friends know about the programs and can use the online tools provided by and through the council and the product vendors.
• Ordering. GSUSA's Online Portal Program a.k.a. Digital Cookie is the only permitted online ordering allowed for GSOSW. For girls using Digital Cookie, parents/guardians need to read and accept the appropriate terms and conditions for participation when logging into Digital Cookie for the first time. Girl Scouts need to read and accept the safety and program terms and conditions for use of Digital Cookie.
• Booth Staffing. Only girl(s) and the adult(s) chaperoning the booth sale are permitted to be at the booth. Your troop product manager will let you know additional requirements for booth sales. All booth activities and locations are subject to the approval of the Product Program Department.
