  • Cookie Product Program: Juliette Permission & Responsibility Agreement and Adult Ethics Pledge

    Form #404 11/24
  • Juliette Cookie Product Program Agreement and Intent to Sell

Before proceeding with this agreement, please ensure that you are signing on behalf of a Girl Scout who is registered as and participating in the Cookie Product Program as a Juliette. If your Girl Scout is not considered a Juliette or she is not participating as a Juliette, please return to https://ethics.girlscoutsosw.org/ and complete the appropriate selection. For a Juliette to participate in the Cookie Product Program, she must have and adult 18 or older who serves as her advisor/Troop Product Manager (TPM). The details of what this role requires is detailed in our 2025 Cookie Program Juliette Guide and are explained in this agreement. If the adult serving as the TPM is not the girl’s parent/guardian that adult must be a registered member of Girl Scouts with a verified background check on file. This form is required before the TPM can receive sales materials, and before a girl can begin taking product orders. A separate form must be completed for each participating girl.

  • Cookie Product Program Agreement

The Girl Scout product program was originally designed for girls participating as a Girl Scout troop. As Girl Scouts has evolved, so has the way girls participate in Girl Scouts outside of a troop model. With that, how the product program proceeds are administered have also evolved for girls not in a troop. It is important the caregivers/advisors read and understand this document with their Girl Scout(s). Should there be any questions, don’t hesitate to contact your Service Unit Product Manager (SUPM). For participating girl scouts, the experience is the same when selling as a Juliette. Girl scouts set goals, take orders, deliver cookies, collect money, learn the 5 Skills and earn recognitions like all other girl scouts.

The form you are completing communicates the expectations we have of all participants in our product programs including behavior consistent with the Girls Scout Promise and Law and is required for a girl’s participation. For a Juliette to sell product, a caregiver/advisor acts as the Troop Product Manager (TPM) and is responsible for getting trained, maintaining records, depositing money, communicating with the SUPM as needed and is financially responsible for all monies and product received. Detailed instructions for running an Juliette led Product Program are available in our 2025 Cookie Program Juliette Guide provided by your Service Unit Product Manager during TPM training. Per GSUSA and IRS regulations, the proceeds from the sale are not the property of the individual. Girl scouts deposit all monies including donations into the GSOSW account. Girls earn Pathway Credits that are separate from Cookie Credits and are based on their sales. Pathway Credits can be used much like Cookie/Nut Program Credits including uses such as: Membership Dues - Store purchases – Council Sponsored events (with the exception of events through a Program Partner) - Travel (Destinations, Travel Patrols, or council sponsored travel. Not an individual trip) - Service Unit events - Girl Scout sponsored Camp (Day & Overnight) - Gold Awards

  • Pathway Cards and Rewards:

Juliette’s can earn recognitions and Cookie Program Credits bases on units sold. The credits earned from their sales will be put on a Pathway Card using a banding system explained below. Pathway Cards are mailed to each girl at the end of the program unless money is missing. All recognitions and Pathway cards will be withheld until monies are paid in full. Pathway cards do not expire as long as she is a registered Girl Scout by no later than January 1 of each year or when a girl transitions to adult membership.
  • A guide to the credits earned on the Pathway Card:

Amounts over minimum will earn Pathway Credits

    Boxes Sold Pathway Credit
    10-19 $9.80
    20-29 $16.80
    30-39 $23.80
    40-49 $30.80
    50-59 $37.80
    60-69 $44.80
    70-79 $51.80
    80-89 $58.80
    90-99 $65.80
    100-109 $72.80
    110-119 $79.80
    120-129 $86.80
    130-139 $93.80
    140-149 $100.80
    150-159 $110.88
    160-169 $118.08
    170-179 $125.28
    180-189 $132.48
    190-199 $139.68
    200-209 $146.88

Credits are earned using $.70 X the midpoint range from 10-149 boxes. Credits continue from 150-500 using a formula of $.72 X the midpoint of the range. After 500 boxes use a formula of $.75 X the midpoint of the range. The midpoint of the range is at the 4. i.e 14, 24, 34 etc... Funds are not cumulative.

    For example:
If you sold 236 boxes-the midpoint of the range from 230-239 is 234. Then multiply $.72 x 234= $168.48 in Pathway Credits.
If you sold 502 boxes-the midpoint of the range from 500-509 is 504. Then multiply $.75 x 504= $378.00 in Pathway Credits.
